The high transaction volume to a certain extent shows that the vitality of scientific and technological innovation in the three places is constantly increasing, and the economic development has a strong endogenous driving force.

According to statistics, enterprises are the main body of technology transactions in Beijing, Tianjin and Hebei, and the number of entities and contract turnover account for more than 90%.

In the roadshow of technology trading results, as a representative of Hebei enterprises, Wang Zhenbiao, general manager of Hebei Feipu Environmental Protection Technology Co., Ltd., showed his "unique skill" - gas-liquid phase change energy storage technology. This technology is applied in the field of fire rescue, solving the problem of fire rescue in buildings with more than 20 floors, and has obtained 19 patents.

"At the matchmaking meeting, we found several potential partners. Next, we will further cooperate and jointly develop high-rise fire-fighting equipment." Wang Zhenbiao set a "small goal": "This year, we will strive to achieve an annual output value of more than 20 million yuan."

In the view of the relevant person in charge of the Provincial Department of Science and Technology, Hebei enterprises are becoming increasingly active in the technology market. On the one hand, this shows that the enterprises’ ties with universities, research institutes, and enterprises in Beijing, Tianjin and Hebei are becoming increasingly close, and their confidence in participating in the technology trading market is constantly increasing. On the other hand, it also reflects the continuous optimization of the province’s innovation environment and the increasingly perfect technology transfer system.

There are tangible benefits for enterprises to participate in technology transactions. The additional deduction rate for R&D expenses has been increased from 75% to 100%, technology transactions enjoy tax incentives, and innovation vouchers are issued to small and medium-sized enterprises... In recent years, a series of "gift packages" of innovation policies to encourage enterprises have been delivered one after another.

Technological innovation is also supported by a relatively complete service system. Hebei has established 168 technology transfer institutions, which provide accurate screening, identification, connection and services for both the supply and demand sides of scientific and technological achievements through market-oriented means, and promote the transfer and transformation of scientific and technological achievements.

In addition, the number of service platforms for the transfer and transformation of achievements in our province has continued to increase. In 2023, technology transfer institutions will tap into the needs of enterprises and build 42 school-enterprise R&D institutions and service platforms, a year-on-year increase of 21.5%. The Hebei Provincial Science and Technology Achievement Transformation Promotion Center has also built the Hebei Science and Technology Achievement Transformation Network, the only comprehensive website in the province that serves achievement transformation, forming a full-chain service system for the display, transaction, transformation, and industrialization of scientific and technological achievements, and collecting more than 120,000 scientific and technological information resources.

In order to improve the professional level of the technology transfer team, our province has also actively organized various forms of training and exchanges. Since 2020, it has trained more than 3,000 junior, intermediate and senior technical managers.

"With the help of the resource advantages of Beijing and Tianjin, we are accelerating the construction of the Beijing-Tianjin-Hebei National Technology Innovation Center, Hebei Center, and Xiong'an Center, improving the docking mechanism for the transformation of scientific and technological achievements, and unblocking the channel of 'Beijing-Tianjin R&D, Hebei transformation'." A relevant person in charge of the Provincial Department of Science and Technology said that the department will further optimize the policy environment, improve the service system, and enhance the efficiency and level of technology transactions and transformation of achievements, and contribute to the efforts to make Beijing-Tianjin-Hebei a pilot area and demonstration area for China's modernization construction.
